Brief summary of operation and uses: 

The 1390-B random noise generator provides high levels of electrical noise over three selectable ranges, 20 kHz, 500 kHz and 5 MHz. The generator uses as noise source tube, type 6D4, operating in a transverse magnetic field. 

The device has many uses including:

The 1390B Random-Noise Generator generates a broad band noise signal (5Hz to 5MHz) with a uniform spectrum level, especially useful in noise and vibration testing of mechanical and electrical systems. Upper frequency cutoff can be set at 20kHz, 500kHz, or 5MHz.
